Hon’ble Minister for Industries R. Venkataraman presented the budget in Madras Legislative Council for 1963-64. “The deficit of Revenue Account is thus due to the combined impact of the National Emergency and the plan. Even though it is appreciable the Government have decided not to resort to additional taxation in the present budget.”
